I don't recall there being any problem with a book in PDF format... it is just that making it freely available on the web might not be the best idea. The copyright issues with DQ are pretty mixed up... given that at last check Wizards of the Coast didn't even know that they owned the thing. :) But you never know when someone will get narcy about it. Why not just send a copy in PDF to the folks in the UK?
