What you are, and have been suggesting, in simply having different max ranks for all languages seems to me to simply and elegantly cover the differences. We already cope with NPC languages having different maximums but that same EP costs... making PC languages fit this model appears to me to be an exercise in simplification and consistency, not the introduction of new and unnecessary rules. I don't think that there would be sufficient value in making language EP variable. We do not need to resort to a sledgehammer to swap flies.
