0/10 does not mean zero nastiness.
1/10 does not mean they are only 10% of total nasty.
It is like saying, I only got 2/10 for style points in my last death. You
are still dead.
Having your soul stolen by a 3/10 devil means you were suckered in over
afternoon tea. All nice and civilised but you are still minus your soul.
Nice demons entice you to trust them - stupid but there you are.
Also, remember that these are the descriptions of their avatars - as given
by the survivors. They may be much nastier or nicer in hell.
(almost) Lastly, although you are looking at nastiness, you need to consider
balance (both in the game and between good and evil (if the evil are
excessively nasty then the good can be excessively kind which would escalate
until the world was destroyed, made again etc)). I do not wish armagedon on
my watch thank you.
(Nearly lastly) In terms of complete power of course, you should add in
their minions (five devils and 20 imps can be a handful when backed up by
their master).
(probably) Lastly, for complete nastiness, you should go for human followers
of any religion, especially those claiming the 'moral high ground' or
confronted by a schism.
