Seriously, I agree with Mandos that it is partially an effect of people's
busier lives.
I have in the past made nominations not in the expectation that they would
win, but because it's a good story to share. This format tends to work
better than the SGT or Wiki for this aspect. I've also been in
semi-organised discussions with other party members to pre-plan nominations
for maximum chances of success and best story-telling.

I'll seriously consider any suggestions put forward. However I think a
current mix of sharing and recognition is about right. Don't forget the
public safety aspect of Stupidest - much more fun than say an official Guild
probation list.

Humour and story-telling, along with recognition of the brave.
