The minutes only provide a small part of the jigsaw (especially as they
often refer to other documents, and don't contain the detail of changes).
But yes, having a place where we could search for e.g. "backfire" would be
useful.

Perhaps a pdf or html document containing just the rules decisions prior to
us starting to record them on the wiki?

The campaign committee has campaign@dragonquest.org.nz 

The Character tribunal is not really a group endeavour as people can
simply approach one member to get something done. 

Havn't been involved with the Grevance at all but if someone on there
wants me to set up an address I can do.

While I think of it, technically we need a vote to remove the para (below)
in Thief about getting a discount if ranked higher in Spy. Spy no longer has
a large ability overlap with Thief.

Anyone have any problem with leaving characters' existing ranks and EP spend
as is?

Automatic adoption is a little fast and loose for my taste, as we are going to have a rules fest already.

i feel we should add it to the list of changes, as part of the thief/spy omnibus, with a small paragraph explaining that we are merely making the change permanent to reflect the newly permanent rules...

At least i hope we will group changes by relevant co-relation?

I've been vaguely thinking about this. James etc require a list of detailed
Rulebook changes in page order, to make updating the master document as easy
(and error-free) as possible. However this isn't the best way to show actual
Rule changes (e.g. additional sub-skill text changes are on multiple
separated Rulebook pages).

Therefore I was thinking we need a new Wiki(?) page for the detailed changes
(with a sub-section for each DQ Rulebook document page or Rules section?). 
Perfection would probably include the old and new text, but I don't know how
easy this is in wiki.
Actual rule changes (that required a vote) on the detailed change page would
have a reference to the relevant existing 'Pending Rules Changes' subsection
(which probably needs its contents moved to 'Rule changes in 2006 Rulebook'
or something).

Thoughts and suggestions?
