I note on page 23 of the current rulebook, where it says:

All weapons require minimum PS and MD characteristics. If you do not fulfil both
requirements, you may not rank a weapon.

It does not say that you can't use the weapon, simply that you cannot advance
your rank in the weapon.

I don't know that I have ever seen a specific rule which explains what happens
when someone uses a weapon when they stat point minuses. The conventions that I
have seen are:
1)
-5 to SC for every point of MD under the minimum.
-1 damage for every point of PS under the minimum.
2)
-1 to SC for every point of MD under the minimum.
No mod to damage that I could see.

I don't think it matters too much which resolution is chosen by the DM, so long
as the game moves swiftly onward, maintaining suspension of disbelief. If the
DM wants the penalties to be persistent and far-reaching, then I expect they
will rule stringently, if they want the action to flow, they may gloss over it.

As far as I can see, there is no particular rule covering it, nor is there any
need for one.

The rule is in Combat. 3.13 Weapons:

It says -1 damage per point of PS below the minimum
It says -5 strike chance per point below the minimum

For both options it says you cannot achieve rank if you don't have  
the minimums.

Personally when dealing with weapons I would apply both penalties,  
but allow the benefits of rank if it were achieved in a situation  
where they did have the minimums. For a shield it is a little odd and  
I can see the argument both ways as to whether to allow defence to be  
gained. Perhaps reduce the defence by the SC penalty.
