It might help raise the rank 2 or 3 Elvish to the point where you can = tell the Drow is giving an instruction not hurling threats but shouldn't = effect/increase the understanding of Drow itself. I'd say yes. Especially because may be presumed to be from different advantages... The spy "effective understanding" bonus reflects the fact that the spy picks up on things other than the actual words of the language --the gestures, body language; sighs, sniffs, whatever -- and can even draw a speaker out by the right non-verbal, semi-verbal or other cues ... rather than explicit questions. For example: the right tone of "No!", or "Wow", or "Huh?" or correct facial expression can draw a speaker on much more effectively than the more blunt question "What did you see happen next?" However, if you are having a (somewhat difficult, due to low language rank) conversation, a spy will be in a better position to work out what the other party has understood. Therefore they can better pick up on mis-understandings, and attempt to clear them up. Your chances of this improve somewhat if the other party is also actively trying to clear up mis-understandings (using varying words to get a point across etc). This isn't something that is easily quantified. So, indirectly, spy _can_ (not will) help to convey (as well as learn) information in some situations IMO. Additional abilities (e.g. befriend, carousing) help too. I outline my relevant skills to the GM before starting tricky in-character conversations (which are sometimes done in abstract). It looks like a case could be made either way. The impact and potential for abuse is fairly low. So I think we just need to make a call. A quick show of hands at the next gods meeting. given that Michael wrote the language rules, I would take his opinion as a good basis. Not sure a formal vote is needed, as this is not a magical effect and so the default is that all bonuses stack.
