I would suggest that the best thing is the simplest. We have had taxes at
10% for most of the guild history. However, we also have a 2% divination
tax, which can just be irritating. Why not lower the tax rate back to 8%,
and include the divination tax in this, making it a total of 10%. This is
simple to calculate, avoids fiddly numbers due to only some items being
divinated (I know only some GMs worry about this latter, but even lifting
the burden on some GMs is good), and the Duke can claim that lowering the
tax to 8% is kind and generous.

If we are being historical about taxes due to the war, the Duchy is likely
to be in debt for some generations due to the Dark Circle invasion.
Rebuilding after these sorts of events usually cost many times the
non-monetary GDP of a country, let alone the cost of running a war. Great
Britain just finished paying back the US loans from WWII in 2006, and they
didn't even get invaded.

Is there a good in-game or out-of-game reason to lower the taxes? Change
needs a reason, not just "fifteen years ago it was different, and we should
go back to that" - after that long, it's not a reversion, its just another
change.

Regards

Andrew

Background:
Today at the Guild meeting - in the Gods meeting section, under general
business:
We talked about lowering the Guild tax back down to 5% instead of 10%.

So is their any reason why the 'War Aid Levy' is not rescinded/removed as
the war effort no longer needs it? If we do remove it (lowering it back to
5%), it should be noted in the next issue of the SGT for the following
season.

Jono

2008/6/8 <phaeton@ihug.co.nz>:

Guild Taxes started at 5% but were raised to 10% at June 1993AP as part of
a War Aid Levy requested by the Duke of Carzala. This was reported in the
Seagate Times, Issue #4. This was triggered by the war in the Western
Kingdoms, specifically between Aquila and Alidar.

This rate has remained unchanged except for a brief rise to a 20% rate, due
to the growing threat of the Dark Circle, between Summer 800WK and Summer
801WK.

I think I've been forgetting about the divination tax.... and making it
a flat 10%. Ooops!

I think this is the best suggestion so far, having the virtue of
simplicity. And makes the maths really easy.

I originally brought it up as I noticed it when doing the duchies war page.

I was going to bring it up as an in character thing when I got around to it.

It is irrelevant what level the tax is set at from an out of game
perspective, except for the good suggestion of having a single simple number
to use.
