The appropriate skill for using siege weapons is Military Scientist, and
they don't have base chances or damage, as they don't get used in skirmishes
(which are what DQ combat deals with) and can't be repeatedly fired in pulse
time. To design and build siege weapons you want the skill of Mechanician.

 

For an adventuring character, you probably want arbalests (large, steel
crossbows) rather than even a small siege weapon like an onager (medieval)
or ballista (roman / Lunar).  Arbalests correspond to the Heavy Crossbow in
the rules. BC 60%, D+5, PS 20 to load (unless using a cranequin), fires
every third action (every fourth action with a cranequin).

 

The next step up is Onager or Ballista, which you are probably talking about
a fire rate of 3-10 minutes, and a crew of 1-6 depending on size. They are
portable (in the same way that 6 pounder cannon are portable), in that you
can put them on a boat, or haul them behind a horse, but you can't carry
them. A typical one might weigh 3 tons (6,720 lbs). You aim them at small
buildings or large masses of stationary troops, and hope.

 

Fire rate for big siege weapons (trebuchets, etc) is generally in the tens
of minutes to low hours. They generally can't be aimed more accurately than
selecting a football field. They tend to get built on site and aimed at
towns or large encampments, not at even huge crowds of people.

 

If you want fire-power in DQ, use magic. Siege weapons aren't really part of
the game.

Seige weapons can be built with weaponsmith which is what first got me
thinking. How about things like a battering ram or "simple" catapult. And
what have people used in the way of fortifications?

There is no such thing as a "simple" catapult when your talking Siege =
weapons.

The simplest throwing arm siege weapon is an onager.
It still relies on rope springs, which can not be made of Hemp, but a =
blend of horse tail, human hair, gut, sinew, and other things.The rope =
spring must be tensioned and that requires a ratchet system which if not =
done right damages the rope.
The arm itself has to be made of a strong springy wood, strong to take =
the impact of the sudden stop of the 'throw', springy so it doesn't =
shatter or split under the tension.
The frame needs to be strong enough to take all these pent up forces, =
and finally you need a trigger.
Get any of this wrong and if your lucky the thing just eats itself, if =
you not lucky the weapon is more dangerous to its crew than the enemy.=20

Like wise a Battering Ram bigger than a log carried by a couple of beefy =
guys, is another feat of engineering.
